Laws of Everhallow
The main action of Realms of Adventure takes place in a colony of the Twin Kingdoms. The laws are slightly different here in Everhallow, but they are based on those of the Twin Kingdoms in Adraveth.
Pursuant to the general standardization of the law throughout The Twin Kingdoms there will undoubtedly be local variations as decreed by reigning nobility. In areas where a Judge is assigned all incidents of crime or lawlessness should be brought before them and escalated to the Magistrate should the need arise. In the case of a conviction resulting from a legal sentencing, a judge or magistrate shall be given the authority to carry out the resulting legal punishment.
All Common Persons, regardless of citizenship status, and foreign residents within the limits of Everhallow are duly bound by these laws.
A person may not enter the private home of another without permission of the resident.
A person may not steal, damage or destroy the possessions, goods or money of another person.
A person may not strike or assault another law-abiding person with any part of their person or a weapon or a spell, with the exception of circumstances of self-defense. Any assault or attempted assault is a crime to be brought before a Judge or Magistrate.
Situations of self-defense are judged according to the amount of force used and the appropriateness of that force.
Murder is illegal. Murder is defined as actions or deliberate negligence resulting in the death of another person, without justification or excuse.
Causing the death of another is judged according to the situation, justification and the appropriateness of that action.
Duels and Honor Combats are permitted within the limits of Everhallow only under strict circumstances. Both parties must be willing and the rules of said combat must be clearly defined and abided by. Only Nobility, ranked Knight or higher, a Magistrate, Judge or Bailiff may grant permission for the combat and a Witness of that Noble or Town Official must be present.
Slavery is illegal. No person or foreign resident within the limits of Everhallow may keep slaves or enforce slavery. Slavery is defined as the uncompensated and unwilling servitude of one person to another.
The only exception to the above are temporary leaves granted by a noble of the rank of Marquis or Higher, and only as a temporary measure that may not be extended indefinitely, and the servitor is considered to be of sound mind and capable of making informed decisions.
Indentured servitude is legal when there is reasonable compensation, willingness, agreement of both parties, and the servitor is considered to be of sound mind and capable of making informed decisions. Finally, both parties must present themselves to the Magistrate or Deputy Magistrate who may choose whether to grant their permission in order for the indentured servitude to be considered legal. Instances of willing indentured servitude must last for a period of no longer than one calendar year, and may not be extended indefinitely.
In situations where magical coercion is involved, the laws prohibiting assault shall apply instead.
A person may not imprison, capture, or enslave another person against their will or in return for ransom.
The only time a citizen may hold another against their will is in the case of detaining a criminal until such time as the proper authorities may take over.
A person may not employ torture on any creature. Only appointed representatives of The Twin Kingdoms including Guards of rank Corporal or higher, Senior Scarlet Scarves and above, or licensed individuals may employ the arts of torture and only then in the function of official Twin Kingdoms business.
A person may not cast any magic, regardless of discipline, upon another person without their consent.
The Law of The Twin Kingdoms regarding arcane casting licenses is suspended in the lands of Leathe. All registered members of the Everhallow Chapter of The Mages Guild shall highly encourage all practitioners of the arcane arts to seek Basic Spellcasting Licensure should they desire to travel back through the Rifts.
The unlicensed use, practice or teaching of Necromancy is illegal. Further, no person shall practice the necromantic arts without the express written prior consent of a duly appointed representative of each of the following:
Nobility of Margrave standing or Higher; AND
A representative of the Mages’ Guild;
the Headmaster of the Everhallow Mages’ Guild, OR
Senior Scarlet or Emerald Scarf of Senior rank (or higher);
A representative of the Everhallow government
The Everhallow Magistrate or Deputy Magistrate, OR
A three-quarters Council Vote in favor (with no less than 10 members sitting).
Intentional practice of the necromantic arts without a proper license will be punished harshly.
Conspiring with infernal beings with malicious intent is illegal. No person may worship, preach or call forth spells of infernal beings. The summoning of infernal forces or the willful casting of infernal rites are illegal.
Engaging with infernal beings is permitted only during the single day and night surrounding Realms Night. The casting of infernal spells, the worship or preaching of infernal beings and the performance of infernal rites remain illegal during the aforementioned time.
Lying in any official capacity is illegal. This includes but is not limited to lying while testifying in court or being questioned by a sworn member of the Guard. This also includes the misrepresentation of oneself as something they are not, be it Nobility, membership in the Guard or any other Town Official duly appointed by the government of the Twin Kingdoms.
Forgery and counterfeiting are illegal. This includes documentation, goods, materials or valuables.
All persons must fully cooperate and assist any representative of nobility when legally requested.
All persons, regardless of citizenship status, are expected to pay taxes and tithes to the local government according to present needs upon demand. If a person is unable to pay the taxes they should report this to the local magistrate who will try to resolve the matter.
All persons, regardless of citizenship status, are obligated to assist in the defense and protection of Everhallow in whatever manner they are able.
Any of the above crimes are punishable not only if committed, but conspiracy to commit a crime, aiding and abetting another to commit a crime, concealing the truth, nature, or existence of a crime is similarly illegal.
Any of the above can be deemed treasonous if the crime is one against the state.
Citizenship allows a person to represent themselves before a Judge or Court. If a non-citizen of The Twin Kingdoms is accused of breaking a law they must find a Citizen to represent them and speak on their behalf.
Lastly, let it be known that ignorance of the laws on any grounds is not an excuse for breaking them. In the event a person cannot read or interpret the laws they should seek out a Judge, Magistrate, or other town official to interpret for them.
